Construction site safety,  the HSE and Enforcement action

Since the start of 2014, I have seen a great deal of evidence that the HSE are increasingly active in their enforcement visits to construction sites. In the month since starting the New Year, I have dealt with several enquiries relating to  construction projects that have received a enforcement visit from the HSE. These visits have generally resulted in Improvement Notices or Prohibition Notices. In most cases, the site operators were unaware that the HSE are increasingly active in the construction safety arena. I have been able to provide help in several of these cases. We have assisted by:

  • Creating the F10 – Notification of Construction Project for the work
  • Creating a Construction Phase Safety Plan for the work
  • Carrying out site safety inspection and audits
  • Providing basic health and safety training
  • Acting as the competent person for the client or for the Principal Contractor
  • Taking on the CDM Coordinator role for the project

Although we can offer this type of “crisis” support, we much prefer to deal with the issues before the HSE have been involved and definitely before somebody has been hurt or killed.

Here are some questions for you on construction site safety and the HSE:

  • Are you running a construction project?
  • Is the project notifiable? (more than 30 days or more than 500 man/days)
  • Do you need help?
  • How would you fare if the HSE visited your site today, tomorrow or next week?
  • Is everything in order? Is the paperwork in place, up to date and satisfactory?
